Though public and private investments are increasing manifold in sectors such as infrastructure, similar investments are not forthcoming in Agriculture and allied sectors, leading to distress in the community of farmers, especially that of the small and marginal segment. Hence, the need for incentivizing the state to increase their investments in the Agriculture and allied sectors had been felt. On this background, RKVY was launched from 2007-08 to achieve 4% annual growth in the Agricultural & allied Sector by ensuring holistic development of economic growth of the farming community and country. MISSION: To incentivize state to draw up plans for their agriculture sector more comprehensively taking agro climatic conditions, natural issues and technology into account and integrating livestock, poultry and fisheries more fully and implement the same with convergence for inclusive development of Agriculture & Allied Sectors.
PM Kisan Samman Nidhi is a centrally sponsored scheme started in the year 2018-19 to provide an income support of Rs 6000 per annum to all eligible landowner farmer families across the country in three equal installments of Rs 2,000 every four months. The scheme defines family as husband, wife, and minor children.

Click to know moreThe National Development Council (NDC) in its 53rd meeting held on 29th May, 2007 adopted a resolution to launch a Food Security Mission comprising rice, wheat, and pulses to increase the production of rice by 10 million tons, wheat by 8 million tons, and pulses by 2 million tons by the end of the Eleventh Plan (2011-12). Accordingly, a Centrally Sponsored Scheme, 'National Food Security Mission' (NFSM), was launched in October 2007. The Mission is being continued during the 12th Five Year Plan with new targets of additional production of food grains of 25 million tons of food grains comprising of 10 million tons rice, 8 million tons of wheat, 4 million tons of pulses, and 3 million tons of coarse cereals by the end of 12th Five Year Plan.
The National Food Security Mission (NFSM) during the 12th Five Year Plan will have five components:
National Mission for Sustainable Agriculture (NMSA) has been formulated for enhancing agricultural productivity especially in rainfed areas focusing on integrated farming, water use efficiency, soil health management and synergizing resource conservation.
NMSA derives its mandate from Sustainable Agriculture Mission which is one of the eight Missions outlined under National Action Plan on Climate Change (NAPCC). The strategies and programmers of actions (POA) outlined in the Mission Document, that was accorded ‘in principle’ approval by Prime Minister’s Council on Climate Change (PMCCC) on 23.09.2010, aim at promoting sustainable agriculture through a series of adaptation measures focusing on ten key dimensions encompassing Indian agriculture namely; ‘Improved crop seeds, livestock and fish cultures’, ‘Water Use Efficiency’, ‘Pest Management’, ‘Improved Farm Practices’, ‘Nutrient Management’, ‘Agricultural insurance’, ‘Credit support’, ‘Markets’, ‘Access to Information’ and ‘Livelihood diversification’. During XII Five Year Plan, these measures are being embedded and mainstreamed onto ongoing/proposed Missions/ programmes / Schemes of Dept. of Agriculture & Cooperation (DAC&FW) through a process of restructuring and convergence.
NMSA architecture has been designed by converging, consolidating and subsuming all ongoing as well as newly proposed activities/programmed related to sustainable agriculture with a special emphasis on soil & water conservation, water use efficiency, soil health management and rainfed area development. The focus of NMSA will be to infuse the judicious utilization of resources of commons through a community-based approach.

Click to know morePradhan Mantri Fasal Bima Yojana (PMFBY) is implemented in the State of Assam from 2016. Through PMFBY, the government of Assam primarily aims to expand crop insurance in Assam.
The scheme also seeks to provide insurance coverage and financial support to the farmers in the event of failure of any of the notified crops due to natural calamities, pests, and diseases. In addition, PMFBY proposes to stabilize the income of farmers to ensure their continuance in farming.
Farmer share of premium up to 1 ha of insured area is fully subsidized by the Assam Government. It means farmers growing notified crops on up to 1 hectare of land would be able to get crop insurance for Rs 1 only.
In Assam, the government used to notify Black Gram, Sali Paddy, and Jute crops for Kharif season and Summer Paddy, Potato, Sugarcane, and Rape & Mustard crops for Rabi season as the notified crops.

The scheme "Pradhan Mantri Matsya Sampada Yojana (PMMSY)" was launched by the Department of Fisheries; Ministry of Fisheries, Animal Husbandry, and Dairying; to bring about ecologically healthy, economically viable, and socially inclusive development of the fisheries sector of India.
PMMSY shall bring about Blue Revolution through sustainable and responsible development of the fisheries sector in India at a total investment of Rs. 20,050 crores for holistic development of the fisheries sector including the welfare of fishers. PMMSY is implemented in all the States and Union Territories for a period of five years from FY 2020-21 to FY 2024-25. In the Union Budget 2023-24, a new sub-scheme under the PMMSY has been announced with an investment of Rs. 6,000 crores to enable activities of fish vendors, fishermen, and micro and small enterprises for improving value chain efficiencies and expanding the market.
Paramparagat Krishi VikasYojana (PKVY) is one of the Assam agriculture schemes related to organic farming. It is a sub-scheme under National Mission for Sustainable Agriculture (NMSA).
PKVY was launched during 2015-16 to encourage farmers to take up organic farming. Under this scheme, farmers are organized into clusters to adopt organic farming.
In this Assam agriculture scheme, 10 districts were taken on a pilot basis. 220 culture was formed with an agriculture area of 10935 acres or 33,000 bighas of land.
It is one of the most important Assam agriculture schemes for the farmers who cannot afford to buy agricultural tools even after compensation by the government. Sub-Mission on Agriculture Mechanization (SMAM) enables the farmers to hire agricultural tools and machines.

Aims at promoting integrated nutrient management through judicious use of chemical fertilizers including secondary and micronutrients in conjunction with organic manures and biofertilizers for improving soil health and its productivity.
